For EU we're aiming to roll out with ranked. 11am was a bit of a blunder on my part as we were waiting on a time and I localised the NA timeframe. We should start the rollout at midnight and can expect to see everything live within a few hours of that. I'm hesitant to give an exact time because things can change pretty quickly.
Ranked will shutdown at around midnight and when it comes back up a few hours later, dynamic queue will be up with it
