In the meantime, can you do the following (Using Internet Explorer 8 or 9):
Download and install https://get.adobe.com/air/.
Download and install https://get.adobe.com/flashplayer/.
Download and install C++ Redistributable (https://www.microsoft.com/download/en/details.aspx?id=5555) (https://www.microsoft.com/download/en/details.aspx?id=14632).
Download and install https://www.microsoft.com/download/en/details.aspx?id=35.
Download and install https://www.microsoft.com/download/en/details.aspx?id=21.
Download and install https://www.microsoft.com/download/en/details..._121LSUS007996.
Restart the PC.
Run Windows Update and do all important and optional updates. - 0

Hi guys,Firstly if on Windows 7 be sure to right click LoL and 'Run as Admin'.
Secondly make sure you have DotNet Framework 3.5/4.0 installed and up to date :-)

Our teams are looking into the issues that several people are experiencing with the new patcher.Some things that have been working for people:
- Run as administrator
- Give the patcher some time to run
- Do not click during League of Legends logo

Please know that everything will be fixed when the patcher is hot fixed/updated. Please try the following as a temporary work around:Update lease provide the logs in your RADS folder so we can view the different errors that people are receiving. This will greatly help us to resolve the issue throughout different environments. These logs will be forwarded directly to our RADS team for further review.

Update: I would like to thank everyone again for providing their logs and information about the patcher. This is the most recent update I have received from our RADS team.1. Download http://l3cdn.riotgames.com/releases/live/system/rads_user_kernel.exe
2. Replace <install directory>/RADS/system/rads_user_kernel.exe with this file.
3. Try launching it againPēc sitā 100% jājiet.
